2022 to 2023 import/export adjustment

Dear Head and SENCo


The Education, Skills and Funding Agency has now published the data used to calculate the 2022/23 financial year import/export adjustments to the high needs national funding formula. Local authorities must use this information to review the calculation of their total net adjustmentand should notify the ESFA if the January 2022 school census or February 2022 individualised learner record data used in the import/export adjustment was incorrect at the time returns were submitted by the school/college. Import/export adjustment queries and notifications of data errors must be submitted to the ESFA by Friday 22 July 2022.

 

These adjustments are important as they ensure that local authorities that provide places for children and young people with high needs for whom they are not responsible (i.e. imports) receive additional funding if those imports outweigh the number of children and young people they place in other authorities’ provision. Conversely, local authorities that place more children and young people with high needs in provision outside their area (i.e. exports) than they import have a negative adjustment because they do not have to meet the costs of the place funding. 

 

Please therefore be aware that we may be contacting you in the next fortnight to confirm the names of pupils with EHCPs from other local authorities that attend your school/college. We would be very grateful if you could respond as promptly as possible so that we can alert the ESFA to any adjustment errors by the 22 July deadline.
