March 2024: The Department for Education's Governance Handbook (2019) and the competency frameworks for governance and clerking (2017) have been withdrawn and replaced with two guides, one for maintained schools and the other for academy trusts:

The guides each contain a list of statutory policies, and the previous DfE guidance on statutory policies (originally published in 2019) has been withdrawn.
